What is the SDRIF ?The SDRIF is a regional development and urban planning document which sets forth a global vision of Île-de-France and its different parts for the next 25 years, and indicates goals and objectives to be taken into account at the local level. In order to address changes in society, this document on the future of Île-de-France is periodically revised. A key policy, revised according to regional changes The development of the Paris region has been the subject of planning efforts since the early 20th century, when the chaotic expansion of the suburbs and the need to provide coherence for the different elements of life in the city made it clear that a global plan was necessary. Thus, regional planning provided a framework for discussion and action in order to sketch out the shape of the region. For example, the 1965 SDRIF, prepared under the direction of the prefect Paul Delouvrier, led in particular to the creation of the regional express rail network, or RER (réseau express regional), new towns and a road network. It has on several occasions been deemed necessary to revise the SDRIF in order to adapt the regional capital to new socio-economic needs, new legislative and regulatory contexts and to territorial and social changes: in 1965, in order to house everyone living in the region and to address the extraordinary growth during the post-war boom years; in 1976, in order to adapt to the oil crisis, limit urban sprawl and address the environmental concerns which were beginning to surface at the time; in 1994, to balance demographic development and changes to the labour market. Finally, in 2005, in order to combat social and territorial inequalities, prepare Île-de-France to address certain major global issues, the energy crisis and climate change, as well as to mark a new stage in the decentralisation process, promote a new way of thinking about public action and respond to the limitations observed in the implementation of the 1994 Plan evaluation of the 1994 Plan. The regional outline development plan, or SDRIF (SDRIF) The SDRIF is a document that defines the possible and desirable future of the Île-de-France region over a period of twenty-five years or so, both in terms of spatial organisation and in terms of social, economic and environmental changes to the region and its different parts. It sets forth a collection of goals and means to develop a more dynamic and inclusive region at every level: housing, transport, economic development, environmental protection, construction of major infrastructures and regional-scale facilities. It also constitutes a global project for the various actors in Île-de-France. In effect, the Île-de-France Regional Council chose to carry out the 1994 revision of the SDRIF through a pioneering consultation process, enabling a collective discussion as to what the regional capital should be and how better to integrate the daily concerns of the inhabitants of Île-de-France. A specific mechanism in France The SDRIF fulfils this role thanks to its special place in the urban planning code cf. a renewed legal and institutional context..It is both: A regional development document, i.e. it constitutes a framework for discussion and a strategic vision providing coherence for all the different aspects of development and for its actors. Hence, it serves as regional plan for development and town planning, or (SRADT).
