The emergence of new challenges as well as changes to the institutional context surrounding regional development and urban planning were behind the Regional Council’s decision to revise the SDRIF.

As both regional capital and international metropolis, Île-de-France is a unique urban conurbation whose key components (housing, business, transport, natural areas, large-scale facilities) are constantly intertwined. This requires maximum coordination between the various public authorities (local authorities and the State) involved in urban planning and regional development. The aim to achieve this kind of coherence has for over half a century been based on a specific document: the regional outline development plan, or SDRIF.

The emergence of new social, environmental and economic challenges, as well as changes to the institutional context surrounding regional development and urban planning, have rendered the 1994 SDRIF outdated, leading to the Regional Council’s decision to carry out a revision. After three years of discussion and debate, the Draft SDRIF approved by the Regional Council on 15 February 2007 sets forth ambitious objectives involving major decisions concerning the future of Île-de-France.
